 As said in title.

1. A zip file called Neogeo came on the Dingoo. What should I do with that? Unzip it or what?

2. In addition, a setup file named rmvb-setup came on it. When double-clicked, it asks me to download something. What is it, and what does it do?

I will likely add more as I think of them.

3. A folder, named cps1, apparently for cps1 games, also came on the dingoo. What do I do with that?

The NeoGeo.zip file is for the emulator and it should stay zipped where it is. My CPS1 file has CPS1 games in it but you don't have to put them in there, you can put them where you want.  I ca't remember about the mvb-setup and I can't be bothered checking right now but I definitely didn't do any setting up.

For the most part you can just put the ROMS on the machine, navigate to them through the "Interesting Game" icon and play. You don't need to worry about much else until you want to instal Dingux.

Thanks. One more thing: the cps1 folder has three folders in it, "config" and two others. Are those important? They have files in them.
