Psx emulating and roms
Can anyone explain how u put psx roms on a Dingoo and do they play full speed? and which is the best emu? 
How rewarding PSX emulation on the Dingoo will be for you depends on the type of games you like to play and how much work you are willing to do to be able to play them.
Right now, I have Mega Man 8, Chocobo Racing, and Chocobo Mystery Dungeon 2 on my Dingoo and they run fairly well, though I play them without sound for best performance. I've gotten Silent Hill to run, but VERY slowly, and have also been able to play Final Fantasy VII relatively well. I've also gotten KISS Pinball and Twisted Metal to work -- not too badly, but I'm trying to avoid playing games that use the shoulder buttons heavily.
I'm currently working on testing various versions of Resident Evil and Dino Crisis, as well as ALIEN Resurrection and ALIEN Trilogy. There are compatibility lists on various forums which will give you a sense of what works and what doesn't in others' experience, but I'm finding some conflicts. One list suggests that MegaMan Legends works, but I've had no success with it. This might be a result of the ROMs I'm using or the conversion method. For example, I'm using .bin files, whereas the emulator supposedly works better with .cbin files; I have yet to get the .cbin compression to work.
The biggest problem I am having, though, is that I can't get the PSX4ALL save state feature to work properly; when I load a saved state, I end up with a "screenshot" -- in other words, the state loads, then freezes.
So, yeah, it's a long road to get to a successful PSX4ALL emulation experience, and you might not be completely thrilled with what you find when you get there. I'd be happier if I could just get the save states to work.
It's too much trouble for far too little. Indeed, don't bother.

Yeah... take it slow. Enjoy the native emus and apps... then explore the third-party native OS stuff. Given the recent resurgence in native OS development, you might not need to add Dingux. Personally, I think Dingux is well-worth the effort (and added expense) just for the ports of Doom, Quake, Hexen, Heretic, et al.; MAME4ALL is awesome (though Alexmaul's port for the native OS is evolving well), and Beats of Rage is kind of fun. Final Burn Alpha is a good alternative to the Neo Geo emu on the native OS in that it doesn't have the pixelation issues, but ROM conversion is a bit of work.
I waited five months before I felt comfortable enough to install Dingux. If you plan to go that route, take yor time. Get thoroughly familiar with your Dingoo OOTB. It's an amazing little device.

You just simply have to download the iso\img\bins you are looking for and move them into the same file as PSX4all on your SDcard with dingux. The difficult part is getting the games to run well... I've only had moderate success with FF7, but with the FS at 4/5-7/8 with FS disable for sprites/poly it works fairly well. Outside of battle it runs really well, the battles are just slooowww... I'm thinking of trying the new gmenu to overclock past 430, but I might want to install a heatsink before I do that I dunno...
For Doom, btw, you don't need Dingux. You can play the SNES/GBA version. Apparently the GBA version is quite good.

1. Load Dingux and install PSX4ALL
2. Find PSX roms (bin / img format)
3. Find a PSX bios file
Virtually all the games are too slow and have to be played without sound.
My advice is "Don't bother"
